Cabbage Casserole

 1 lb. ground beef
 1 tbsp. oil
 1 c. onion, chopped
 1 tsp. salt
 1/4 tsp. pepper
 1/2 c. rice, uncooked (not minute rice)
 1 can tomato soup
 1 soup can water
 3 c. cabbage, chopped
 optional - add diced green and red pepper

Brown meat in oil. Add all other ingredients except cabbage. Simmer 20 minutes.

Meanwhile place chopped cabbage in bottom of lightly greased casserole dish.

Spoon meat mixture over cabbage.

Bake covered 350 ° for 45 minutes - remove cover and bake another 15 minutes.
